TGA Business Services is moving and being improved
We're replacing the current TGA Business Services (TBS) with a more reliable and easier to use system. In mid-2027 TBS will move into the Health Business Services (HBS) portal alongside previously released Office of Drug Control business services.
This creates a secure, single front door to all health services.
Moving to a modern, cloud-based platform, will improve reliability, reduce downtime and improve overall performance. This will deliver immediate benefits to all current TBS users.
This release will also introduce new and improved services, including:
- the GMP manufacturers evidence submission service,
- the Vaping Sponsor Notice service,
- improved payments and invoicing,
- supporting internal case management and stakeholder management capabilities.
Timeline for TGA Business Services moving to the HBS portal
The transition of TGA services to the portal will be delivered in stages. This includes a second Beta demonstration release in November 2026 and a planned go-live window mid-2027.
We will continue to consult with industry on timing to help ensure users are ready and supported through the transition.
Beta demonstration in 2026
In November 2026, a second Beta demonstration of the portal (Beta) will give industry and staff another opportunity to test new features and provide feedback ahead of go live.
The Beta demonstration will help users become familiar with the new system, test updated processes, review guidance and prepare for transition to the new platform.
A broad range of industry users will be connected through:
- targeted workshops
- demonstrations at regular industry engagement forums
- a public webinar (available online afterwards)
- demonstration videos and an online survey.
The Beta demonstration will show key capabilities including:
- Updates to the new TBS since the last Beta demonstration
- Identity verification and account transition processes
- The GMP Manufacturer Regulatory Submission Service
- The Vaping Sponsor Notice Application Service
- Invoicing and payments functionality

What's changing
We're making it easier for you to access TGA services, manage submissions and track your interactions with us through a single portal. The new platform introduces an updated TBS experience, a new sign-in process and additional online services.
We will provide guidance materials on all these new processes on our Learn about our Digital Platform page from late 2026.
A new TGA Business Services
In the new TBS, we've introduced several updates to improve usability and make it easier to manage applications in the portal.
You will be able to find information, manage applications and track progress more easily. This is enabled through improved navigation, personalised dashboards, enhanced search capabilities and real-time visibility of submissions and activities.
All the information you currently need and use will be available in the new system.
All current forms will be accessible through the new portal, uplifted to align with the design of the new system. Users will be able to view finalised records related to their organisation such as certificates, notification and clearances in 'Your TGA records'.
New functionality will enable online submission of some additional forms including the GMP Manufacturers Regulatory Service and the Vaping Sponsor Notice Service.
Signing in
You will sign into TGA Business Services (TBS) via the new Health Business Services (HBS) portal. Users will create a HBS user profile to access the portal.
A new profile can be created on the HBS sign-in page, and you will need to verify your ID at this stage. Step by step guidance is available on the HBS portal Register page.
Once signed in to the HBS, you will access TBS by selecting the TGA service tile.
Existing TBS records will remain available and can be linked to the new profile closer to the go live. Users who represent multiple organisations will be able to link one profile to more than one TGA client organisation, where authorised.
Identity verification
Identity verification will help protect users, organisations and commercially sensitive information by making sure only authorised users can access TGA business services.
Users with Australian identity documents can register now using myID, the Australian Government’s preferred Digital ID solution.
Alternative registration options with one-time identity verification and multi-factor authentication will be available from early 2027 including for users with international identity documents.
The registration option you choose will determine how you sign in to the HBS portal in future.

Payments and invoicing
Users will be able to view invoices, make payments and track payment information through an improved payment experience integrated within the new platform.
GMP Manufacturer Regulatory Submission Service
A new GMP Overseas Manufacturer Regulatory Submission (MRS) Service gives manufacturers the option to submit their evidence in a secure way, directly to us in the HBS Portal. This aims to reduce delays, improve evidence quality and support faster processing.
Commercial-in-confidence information will remain protected and will only be accessible to authorised users.
Manufacturers wishing to use the service will need a Health Business Services portal user profile. Manufacturers with existing TBS records will be able to link and claim their existing account during registration.
This approach has been informed through user research and industry consultation. Feedback gathered during the 2025 Beta demonstration release highlighted the need to defer the GMP clearance applications and variations to be launched at the same time in a future release. As a result, we have prioritised the GMP Manufacturer Regulatory Submission Service.
The manufacturer regulatory submission form will initially support existing GMP processes. When the new GMP clearance service goes live, the form will be integrated into this service.
Vaping Sponsor Notice Service
The Vaping Sponsor Notice service will replace the temporary submission process introduced in 2025 to support the implementation of the vaping reform legislation.
The enhanced form will provide a better user experience, including the ability to:
- save progress and complete draft submissions later
- use prefilled information
- improve data validation
- view past notices.
Improved integration with TGA systems will support more efficient processing and reduce manual handling.
What's staying the same
Regulatory obligations and client registration requirements are not changing.
Organisations still need to register with us before accessing the new TBS. They will continue to control who can access and act on their behalf, with new users requiring approval from the organisation's Client Administration Contact.
TGA client registration and organisation updates will continue to be managed through the TBS Help Desk.
All forms and processes currently available in TBS will remain available in the new TBS. Public-facing datasets and regulatory information, such as ARTG entries, will continue to be available. Most submission-related correspondence will continue through existing channels as it is now.
Existing support channels will continue to be available, such as TGA business services team help options as listed on our Contact us page.
What to expect at go live
We will provide guidance, key dates and any actions required well ahead of go live, to support industry to prepare for the change.
Users will be able to learn about the new system through webinars, demonstration videos, user guides and other support resources. They will also be invited to complete 'readiness' feedback surveys pre and post go live to have their say and help us respond to industry needs.
Before going live, users will have time to:
- register for an HBS User Profile
- link their existing TBS account
- access their existing TBS records
Step by step user guides will be available throughout the process. There may be a short, planned outage ahead of go live, with advance notice provided to help organisations prepare and manage disruptions.
With up to 40,000 users expected to start using the new TBS when it goes live, it’s recommended that you access the portal, when needed as part of normal business activities to support a staged approach. This will help to reduce peak demand and ensure support is available for those who need it most.
Support materials, user guides and help desk services will remain available after launch, allowing you to transition at a time that suits your business needs.
What you can do now
There are a few things that users can make a start on now to get ready for the transition:
- Prepare by setting up a myID (if required) and reviewing your TBS account details, including linked organisations and contact information.
- Check your organisations details. Client Administration Contacts should review nominated contacts, organisation details and user access arrangements to ensure information is current ahead of transition.
- Get familiar with what's changing by viewing demonstrations, guidance materials and future readiness resources as they become available.
- Stay informed through TGA communications, webinars and engagement activities to keep up to date on release milestones, readiness activities and transition requirements.
- Ask questions early and seek support if you are unsure how the changes may affect your organisation or users by contacting us at TGADigitalStakeholders@health.gov.au.
