Determining if your product is a cosmetic or therapeutic good.
Ingredients in cosmetic products, even those described as 'natural', are regulated as industrial chemicals under the Industrial Chemicals Act 2019, which is administered by the Australian Industrial Chemicals Introduction Scheme (AICIS).
To make sure that these products are safe for consumers, workers and the environment, the Australian Government assesses the risks associated with cosmetic products and/or ingredients manufactured or imported into Australia.
To find out if the ingredients in your cosmetic product are regulated by AICIS please follow the process map provided by AICIS.
There are certain products that are declared to be not therapeutic goods, these are listed Therapeutic Goods (Declared Goods) Order No.2 of 2019.
If your enquiry is regarding ingredients in personal care products that are not therapeutic goods then please contact AICIS.
If your enquiry is regarding cosmetic product labelling or product safety then please contact the Australian Competition and Consumer Commission (ACCC).
